Accounting Technician

- Examines, verifies, and maintains financial accounts and accounting data. - Classifies accounting transactions, including the verification of the accuracy and completeness of the accounting data. - Determines the general ledger account's journals, and subsidiary accounts affected. - Determines the nature of errors and makes adjustments in the current appropriations to a variety of interrelated accounts. - Researches, interprets, and verifies which appropriation and general ledger accounts. - Reviews and determines accuracy of all obligation documents before processing. - Reviews pending items and ensures that timely follow-up action is taken. - Reconciles data between several financial systems and ensures assigned fund control points are in balance. - Researches and coordinates with other services, facilities, public vendors, non-profit organizations and VA Financial Services Center to correct facility records. - Serves as station administrator for Invoice Payment Processing System (IPPS) and all control point delegation of authority. - Provides assistance and training on accounting regulations for control point delegations of authority, control point users and IPPS certifying officials to all service lines. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized Experience For GS-6:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Communicate with vendors and contracting regarding payment status; Determine proper cost centers, budget object codes; Utilize a computerized accounting system; Document financial transactions to ensure audit trails . There is no education substitution at GS-6 level. OR, Specialized Experience For GS-5:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Reviewing documents for budget limitations, corrections of documents; Data entry, utilizing invoice tracking software; Review purchase card orders completing audits, obligations, and/or employee travel preparation. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successfully complete education 4 years above the high school level in any field for which high school graduation or the equivalent. This education must have been obtained in an accredited technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR, Combination:
I have equivalent combinations of successfully completed post-high school education and experience which total qualifying experience and education add up to 100%. This experience must be well documented in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
The work is sedentary but requires some physical effort, such as standing, walking, bending, sitting, or lifting boxes no more than 50 lbs. There are no special physical demands. Work Environment:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
