Medical Administrative Specialist (AOD)

The AOD is delegated full authority and responsibility to exercise the medical center director's prerogative in health administration matters, representing and acting on behalf of the Director in all non-policy making administrative matters. Duties include but are not limited to the following:
Represents management in matters pertaining to the lawful provision of health care of veterans in the VA medical center. Maintains continuity of functions and provides full administrative support during other than normal tours of duty to clinical and administrative medical center staff. Responsible for achieving management objectives and supporting the decisions of management in carrying out duties; and provides technical guidance necessary to meet procedural, legal, and administrative requirements relating to the care and treatment of patients to achieve optimum use of available resources. Incumbent is further available to be recalled on an emergency basis in order to maintain administrative support for off-tour patient care. During normal duty hours, incumbent acts as a backup for all areas within Patient Administrative Services (PAS), including but not limited to Beneficiary Travel, Enrollment and Eligibility and Release of Information (ROI). Interprets and applies benefits associated with local and national sharing agreements, Memorandum of Understanding (MOUs), and contractual agreements with other federal, state, local and private entities (i.e. Tri-Care; CHAMPVA In-house Treatment Initiative, Community Based OP Clinics, and other such arrangements).Resolves issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrival, homicides, medical emergency, and cost recovery matters. May serve as a Fund Control Point Clerk or Official for various fund control points within PAS. Prepares and maintains daily Gains and Losses Sheet and other related statistical reports such as bed inventory and bed availability. Maintains Seriously Ill roster, notifying next to kin, as appropriate. May be assigned as acting manager or to perform additional managerial duties. Participates in special projects or analytical studies of problem areas. Conducts investigations and/or systematic reviews of medical center operations. Prepares work flow charts, work standards, and staffing recommendations. Make recommendations or suggestions for improved methods and procedures; coordinates, implements, and completes accepted changes. Other related duties as assigned Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
extensive and complex procedural knowledge of VA medical and administrative directives concerning policies and legal aspects, HIPPA, public laws governing VA, and commitment laws; ability to complete assigned projects, studies, reports accurately in timely manner; extensive knowledge and use of VISTA/GUI data files and file manager utilities to retrieve data and reports; knowledge of health information management and registration systems, working knowledge/experience with computer programs, interpreting and analyzing electronic medical records; and ability to prioritize work assignments. OR, Education:
To qualify based on education at the GS-9 Grade level you must have2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. The education must have been obtained in an accredited college or university for which high school graduation or the equivalent is the normal prerequisite. Combination of Education and
Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Requires much walking throughout the Medical Center with occasionally the requirement to lift objects such as suitcases, clothing, or medical charts.
