Supervisory HR Specialist (Senior Strategic Business Partner)

Duties include but are not limited to:
Utilizes extensive knowledge of Title 5 and Title 38 HR concepts, principles, laws, and regulations to provide expert level consultation to executive leadership, human resources staff, external customers, and stakeholders. Collaborates with other VA Service Lines (Departments) and participates in joint- Service Line committees, to meet shared missions. The Senior Strategic Business Partner plays an integral role in the success of the facility's mission, ensuring human resources related decisions are sound and meet agency regulations, Office of Personnel Management (OPM) Regulations, and ethical standards. Utilizes quantitative and qualitative methods to evaluate the effectiveness of programs, develops, implements, and oversees process improvement plans Serves as the recommending and/or validating official regarding services provided by human resources, to include:
recruitment & placement, benefits, workers' compensation, position classification, human resources development, labor relations, employee/labor relations, performance management. Strategic Planning:
Evaluates and/or determines the current and future need of positions, incentives, and processes based on the needs of the facility, initiatives, Time to Hire (T2H), bargaining unit agreements, and changes in regulation. Change Management:
Serves as the overseer and primary implementer of human resources process due to changes in organizational structure and national policy. Ensures the success of human resources staff by encouraging a team effort and seeking/offering development opportunities Perform other related duties as assigned. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
experience advising and consulting executive leadership on human resources matters; analyzing broad human resources laws, regulations, and policies to advise top agency officials; analyzing technological and administrative human resources trends to recommend changes; taking a leadership role in establishing positive union/management relationships; managing grievances, third-party actions, and adjudicating security background investigations; identifying long and short-range needs, related to human resources, to formulate proposals for top management's consideration; evaluating/administrating training and development, performance management, and employee benefits programs; and evaluating and developing local human resources policies, succession planning, and strategic planning. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
