Medical Technologist

The employee in this position functions as a generalist in the various sections of the laboratory. The technologist may work in areas such as hematology (including coagulation), bacteriology, mycology, virology, parasitology, immunology, serology, immunohematology, clinical chemistry (including endocrinology and toxicology) and urinalysis. The work performed by the technologist requires professional knowledge and competence in the field of clinical laboratory technology to:
Perform, advise on, or supervise clinical laboratory testing of human blood, urine, and other body fluids or tissues. Interpret and apply complex written instructions. Use independent technical judgment to analyze and interpret laboratory results. Use manual and automated techniques to confirm test results. Develop data that physicians may use to determine the presence and extent of disease. Maintain, troubleshoot, and repair laboratory equipment. Duties include but are not limited to:
An MT at this level of performance and above, performs laboratory tests which, because they have a high level of complexity/difficulty and/or are infrequently performed, require a special sensitivity to possible problems. In addition to being able to perform all of the duties of a Medical Laboratory Technician (MLT), the MT:
Recognizes unexpected test reactions, errors, and discrepancies. Identifies technical, instrumental, or physiological causes of problems (e.g., test conditions, chemical reactions, instrument function, patient variables, interfering drugs). Determines solutions based on the theory of reactions on which the procedures are based and other clinical data. Suggests additional assays that could clarify or amplify the attending physician's diagnosis. Designs, evaluates, and implements new methods when directed. Applies professional knowledge of scientific principles and theory to determine the causes or possible significance of abnormalities and departures from the norm when test results do not conform to expectations. A Medical Technologist at this level of performance and above should be able to review, maintain, and develop appropriate records. In conjunction with record keeping a MT:
Establishes record keeping systems to assure the accuracy and validity of test results; Facilitates preparation of medical documentation that meets professional standards and accreditation agency requirements. Properly accessions, per established guidelines, patients prior to the obtaining of specimens. Obtains analytical data, converts to prescribed units for reporting and correlates data to verify results; and writes laboratory reports (identifying sample and stating method and results); and reports results to appropriate individuals. SPECIFIC DUTIES OF POSITON:
Uses the Veteran's Health Information and Technology Architecture (VISTA) to access information in the Medical Center Computer System. Has the knowledge and skills to use the internet for researching information. Is responsible for adhering to all VA and P&LMS policies regarding Cyber Security. Meets the needs of the customers while supporting the Medical Center and P&LMS mission. Communicates and treats customers (patients, visitors, all medical center staff, and all non-medical center contacts) in a courteous, tactful and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflicts and problems in dealing with the customer constructively and appropriately. Refers situations they cannot control to SMT, Lab Manager or Chief, P&LMS. DEPARTMENT SPECIFIC:
Clinical Chemistry:
Performs chemistry test procedures, both routine and non-routine by using manual and/or automated methods. Hematology and Coagulation:
Performs complete blood cell counts (CBC) and body fluid cell counts using automated methods and/or manual techniques as appropriate. Performs differential cell counts on peripheral blood smears and records the degree of abnormal morphology. Microbiology:
Performs testing procedure for occult blood in stool specimens. Performs routine plating and processing of microbiology specimens including blood cultures. Blood Bank:
Performs blood ABO grouping, Rh typing, compatibility testing and antibody screening on specimens. Completes antibody identification in conjunction with the area Red Cross reference laboratory. Urinalysis:
Performs qualitative and semi-qualitative testing of urine. Performs microscopic examinations of urine. Work schedule:

United States Citizenship:
Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education and/or Experience Combination. A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.). AND Completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four year program of study that culminated in a baccalaureate degree. OR A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND Two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. OR A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. Foreign Graduates. Graduates of foreign baccalaureate degree programs meet the educational and/or experience requirements if the degree is found to be equivalent to degree programs recognized by the NAACLS or clinical laboratory experience as described in paragraph 2b(2) or (3) above. This finding may be based on either of the following:
(1) A letter from a college or university with a baccalaureate program recognized by the NAACLS stating that the individual's foreign degree has been evaluated and been found to be equivalent to its bachelor of medical technology degree. (2) A letter from ASCP-BOC or AMT stating that the individual is eligible for the certification examination. Certification. Candidates must have either (1) or (2) below:
1. Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT. 2. For positions up to the full performance level, candidates must currently possess the categorical or specialist technologist level certification from the certification agencies listed above, such as, but not limited to, chemistry (C/SC), hematology (H/SH), microbiology (M/SM), molecular biology (MB/SMB) and blood bank (BB/SBB). Technologists with categorical or specialist certifications may only perform duties within the area of the laboratory specific to their categorical certification (e. g., an individual with a chemistry (C) certification can only perform duties in chemistry). In addition to the basic requirements for employment, the following criteria must be met. Grade Requirements:
GS-09 Experience. Must have 1 year of creditable experience equivalent to the next lower grade level GS-7, which is directly related to the position. Examples of experience for this position include:
serving in an entry level MT career development position practicing under close supervision of an MT at or above the full performance level. OR, Education. Must have Master's degree or 2 academic years of progressively higher-level graduate education in medical technology or directly related field. The Medical Technologist will be required to handle reagents some of which may be heavy in nature possibly up to 25 pounds. The position requires some standing. The nature of laboratory tasks requires excellent manual dexterity and fine finger manipulations during the testing process and during periods of instrument maintenance or troubleshooting. Depending on the assignment it could be necessary for the employee to stand approximately 4 to 6 hours during an 8-hour shift. Employees need to be able to perform venipuncture which requires bending or leaning over the patient at the bedside or at the blood drawing chair. The employee may need to walk between buildings to obtain specimens using the stairs or elevators. The full performance level of this vacancy is GS-09. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-09 to GS-09.
